The program is the Federal student aid. The Federal Study and Work Program provides part-time jobs for undergraduate and graduate students with an economic need, which allows them to earn money that helps them pay for study expenses. The program encourages work by providing community service and tasks related to the student's study program.  

If you work on campus, you will usually work for the educational institution in which you study. If you work off campus, your employer will usually be a private nonprofit organization or a public agency, and the work you do should be in the public interest.
