\dfrac{\dfrac{x}{2}}{\dfrac{y}{2}}=\dfrac{x\times\dfrac{1}{2}}{y\times\dfrac{1}{2}}=\dfrac{x}{y}=\dfrac{7}{2}

Hence, the ratio of roses to tulips will not change and remains the same.
