In my opinion, it was unsuccessful.

Explanation:

The Kansas-Nebraska Act was an 1854 bill that mandated “popular sovereignty”–allowing settlers of a territory to decide whether slavery would be allowed within a new state's borders. On paper, this seemed like a good idea but instead, it lead to even more fighting between the North and South. Thousands of people, from the North and South, flooded each state in order to try and sway the vote in their favor. It was especially bad in Kansas and caused what we now call "Bleeding Kansas" which led to hundreds of American deaths. In the end, it just pushed the Union closer to war.
