The "short tail" dominant allele is easier to eliminate by selective breeding.

Explanation:

The only way for a recessive allele to be expressed (be visible) is when it appears as recessive homozygotic. These means the organisms need to have 2 copies of the gene. Selective breeding is based on the characteristics that one can see, so if the organism shows the "dilute" phenotype you can keep reproducing this individuals and get rid of the dominant allele.

On the other hand if you have a population with the dominant phenotype, you discard all the ones that have a recessive trait and you breed the dominant phenotype you could still get individuals with the recessive phenotype and individuals that express the dominant phenotype but are heterozygous.

G – Grimace (reflex irritability/response)

A – Activity (muscle tone)

During this evaluation, the medical team asks if the baby is limp, if the baby has some flexion (joint movement), or if the baby shows active motion.

R – Respiration (breathing ability)

During this step, the medical team asks if the baby is failing to breathe, if the baby has a weak cry and slow breathing, or if the baby is breathing well and crying normally.

Well, considering if the deer and the hawk have a direct predator prey relationship, where the deer are the prey, then the hawk population will also drop quite a lot, unless they have some other major food sources, but chances are they'll still drop.

If it's NOT a direct predator prey situation, for example: The deer happen to eat something that the hawks also eat, or the deer are prey for something the hawks eat:
If the deer eat something the hawks eat, by them dropping it means there will be more food supply for the hawks, meaning as the deer population drops, the hawk population will go up.

If the deer are PREY to something the hawk eats, then by there being less deer, then whatever the primary consumer of the deer is will also drop. If the hawk eats that predator, then there will be less of those predators, and less prey, meaning the hawk population will still drop
