If I'm correct it should be "Box 147, Rapid City, South Dakota."
The reason that is - is because we need a pause between when the city is being said and the area is being said.
Because there is such a sudden change in direction, they will naturally be pulled off the car. I cant really give an exact answer to this, cuz I'm not really sure, its just something you know will happen :/
The correct answer is indeed a rhetorical question.
