For every decimal place you move a decimal through a number you can think of it as multiplying or dividing by ten. 

take for example 1000.0 
if you move the decimal to make this number 100.00 you divided it by ten 
if you move the decimal again to make 10.000 you divided ten again

but, if you make the number bigger, say 10000. then you have multiplyed by ten.
