So what this question is asking is which stress rating occurred least often. so if you look at the frequency side of the table, you need to look for the lowest number,  because that is how many students rated their stress at that level. the lowest number is 3, and if you look at the stress rating side, it is 2. so part a. would be 2, and part b. would be 3
