To answer the question above, transpose x to the right hand side of the equation, 
                                      -2y = -x + 8

Since it is desired to free y of any numerical coefficients, divide both sides of the equation by -2 giving, 
                                       y = (1/2)x - 4

Thus, the obtained equation is the answer with m and b equal to 1/2 and -4, respectively.
