Explanation:

1 - At cold temperatures water transforms itself into ice which is less condensed than water due to a bigger distance between the hydrogen bonds.

2 - Water is a temperature moderator. It does so based on high specific heat (which is the quantity of energy lost/gained to alter the temperature by 1 degree Celcius.) and the vaporization high heat level.
