Explanation:

The American foreign policy was called the Neutrality Act. It was passed into law in the year 1935.

It states that America would be prevented and barred from the shipping and selling of guns and ammunitions to any foreign countries who was at war.

When world war II began, President Roosevelt Franklin had to persuade the United States Congress and November 1939, the American foreign policy evolved thereby allowing America aid their allies in the war by establishing what was known as Cash and Carry. This is a situation whereby allies of America could buy non military goods in cash and also transport them on their own ships as well.

Explanation: The United States had a policy of Neutrality and passed the Neutrality Act in 1935 that prevented selling of arms to either side of a war. The public was also against involvement in foreign wars, although in 1941, a poll showed that the public supported Britain.  

In early 1941, the U.S. started helping the Allies and by the end of the year, the U.S. was involved in war against Germany without formally declaring itself as being at war. In December, Congress voted to go to war against Japan, effectively ending the U.S. neutrality to the war.
