The UN are an organization of peace, and would not meddle in things such as initiating wars or supporting overthrows of regime. They have however participated in such actions before, but the other 3 mentioned are done by the UN on a daily basis.

For this item, the answer is most probably the second choice, "B. lead an invasion against an unpopular dictator". As long as there is nobody harmed in the incident, it is not the business of the United Nations to meddle with how a country is being governed.

This statement would be more or less correct I would say. 

Nationalism inded did develop strongly in the 19th century, and also in a lot of cases led into the development of nation states. At the same time, powerful empires that existed in those times had often many different ethnic and political groups in their borders. All of these factors often led to different wars that were quite horrible.
