Explanation:

The northwest ordinance was a government act that was passed by American congress in 1787.

This act was aimed to increase the country's economy by encouraging people to move to northwest area of the country. At that time, the north west area still haven't got many population, so the resources in that territory left unman aged.

All of the features of the northwest ordinance above were created as some sort of incentives so people wanted to opened up new business in the new territory.
