False. Drugs do change a person's physical state e.g. lethargic, energetic, aroused, but they also greatly impact a person's mental state. Especially alcohol and recreational drugs. E.g. Alcohol can change a person's mental state by causing loss of inhibition, relaxation or even anxiety.
