Answer: Warm air rises and causes high air pressure. Cold air stays closer to earth and causes low air pressure which is known as low pressure. When there is a low-pressure system in the area-  In contrast, a high-pressure system allows for rain clouds "I believe since water vapor is formed when water is heated and it can form when something heats".
