it would take alot of effort

think of it as a deep wound. For this wound to heal it would take the right nutrition , some daily exercise and cleaning it everyday to avoid bacteria and infection.

For this case the nutrition means means getting the right help and supplies.

the exercise would mean to take risks cause it might end up good.

And cleaning meaning they would have to cooperate with their citizens, etc.
