Answer:After the American Civil War, the South was in ruins and there was doubt about how the Southern states would treat newly freed slaves. So the US government instituted a 15-year policy known as Reconstruction, in which the military was stationed in the South in order to maintain law and order now that the Confederate government was gone, help rebuild the infrastructure after the devastation of the war, and ensure the equal treatment of whites and blacks, for instance concerning the ability to vote. Reconstruction is widely viewed as a failure; the South suffered from a lot of exploitative Northern entrepreneurs known as "carpetbaggers", and in the end the South reverted to unequal treatment of blacks through Jim Crow laws.

The Founders of the United States gave much consideration to the division of

When the framers designed the US Constitution they did not give the Federal government much power so power was balanced between States and Central Government. But the Federal government has gained more and more power over time. At the same time, the States were restricted over the years, when the Framers did not imagine doing so.

Both of these situations can be good or bad. For example, making the States respect the Bill of Rights was a good thing when individuals had their basic rights stripped on a State level. So making only the Federal government respect the Bill of Rights did not make much sense.

At the same time, the Federal Government has shown much power that was not designed and showed a few issues over the years, especially with the Executive Branch that had in a few opportunities overstepped its powers.

The Articles of Confederation couldn't collect money from the states, they could only ask nicely. When the only state that ended up paying taxes was Virginia, Congress was basically broke. They couldn't pay soldiers and had a hard time keeping up with the war.
