Answer:

Scientist are making efforts from a very long timem to establish life outof the Earth and once they selected moon for that.

For human survival water and oxygen are two essential components. Scientsts from NASA have launched many programms to such as Apollo to land human on Moon surface, which was successful. Other programs were also run by NASA to make humans live and work their but it was important to find out the existence of water first to live in Moon. LRO satellite found the existence of water (lunar water) on the Moon surface but because of less funds and delayed in the program, the mission was dropped.

But according to me, humans should establish an outpost on the Moon as water resources already exist in the Moon and water regulates most of the process in human body. Oxygen is already 40percent by mass at lunar crust which can be extracted as scietist says. so, This will maiantain the environmetal condition on the Earth as well, if the population will shiftto Moon.
