This is because Milwaukee is an industrial city (although not as industrial as before), and is home to six Fortune 500 companies. These type of companies require very competent and knowledgeable employees, and therefore, likely belong to the quaternary sector.

The vast majority of companies in the city are however in the tertiary sector.
