Answer:

Hot, humid air rises over the equator. As it rises to high altitude it expands because the air pressure decreases (there is less mass of air above it). As air expands due to this decreasing pressure, it also cools. Since cool air is able to hold less water vapor than warm air, condensation occurs.

The government mandated that most crops grown under Soviet rule would be given to the gov. to redistribute to people in need; however this caused great hunger and people started to farm on the side for substinence. Now hardcore socialists believe commercial farming is not applicable to government-takeover of crops, but I call it commercial since there was "compensation" to the farmers (not really lol).
