A proactive personality is an individual who is relatively unconstrained by situational forces and who effects environmental change, they take personal initiatives to effect changes in their environment. Proactive individuals easily spot out opportunities, take actions and persevere until a meaningful change is achieved.
The Grange is an order of Patrons of Husbandry known as the fraternal organization, a group founded by Oliver Kelly for the struggling farmers which is the answer. This organization has a rich history and a highly visible community in the United States.
