With one single year of records, we do not have a reliable way to choose the place with a warmer mean temperature, given that the median temperatures are close.
The choice of the answers depend a lot on the justifications.
first answer: the justification (Orlando has a higher IQR) is incorrect, so eliminated.
second answer: the justification is based on the premise that mean is usually close to the median, given symmetric distributions. Since both distributions are not too skewed, this option could be retained.
third answer: higher maximum temperature with a lower median could mean that it is a once in a while occurrence, and may not generalize.
fourth answer: the justification is not unreasonable, with a greater IQR in Tempa Bay, and the mean of Q1 and Q3 (68) is higher than the median temperature of Orlando, there is a chance that its mean temperature (last year) is higher.

All in all, I personally believe Orlando is a better bet because the justifications "higher median and smaller IQR" (opt.2) are more concrete and more convincing than the "chance" (opt. 4) that the mean is higher in Tempa Bay.
