Willard became the national president of Woman's Christian Temperance Union (WCTU) in 1879, and remained president until her death in 1898. Her influence continued in the next decades, as the Eighteenth (Prohibition) and Nineteenth (Women Suffrage) Amendments to the United States Constitution were adopted. Willard developed the slogan "Do Everything" for the WCTU, encouraging members to engage in a broad array of social reforms through lobbying, petitioning, preaching, publishing, and education. During her lifetime, Willard succeeded in raising the age of consent in many states, as well as passing labor reforms including the eight-hour work day. Her vision also encompassed prison reform, scientific temperance instruction, Christian socialism, and the global expansion of women's rights.

This was not unique to the US, however. Examples of scientific racism can also be found in NAZI Germany prior to and during WWII, during which time German scientists produced literature ranking the various races of the world, with Arians at the top and Jews and Blacks at the bottom.

Answer:

Personally, I would make some changes to the school systems. I would increase the national payment to schools, and try to make them a better overall place. I would also make a group of around 4 or 5 people to make decisions. There would be no president, just that group. Also I would let some jobs available to kids 13 or up. They would have to be proven responsible though.
