$y - y_1 = (\dfrac{y_2-y_1}{x_2-x_1})(x-x_1)\\\\y-(-4) = (\dfrac{4-(-4)}{-3-7})(x-7)\\\\y+4 = -\dfrac{4}{5}(x-7)\\\\5y+ 20 = -4x + 28\\\\5y + 4x = 8$

Therefore, equation of required line is 5y + 4x = 8.
