- Each state maintained its "sovereignty, freedom, and independence" under the Articles. The new Congress was still limited in its ability to control commerce or collect taxes, which was a holdover from the First and Second Continental Congresses.
- The states would contribute to its funding based on the worth of privately owned land located inside each state's borders.
