(This came up on another question and I wanted to correct the record here)

The correct answer to this is D.

President Lincoln had complicated and often misunderstood views on reconstruction.

Unlike some in Congress who wanted to punish the South for succeeding, Lincoln's main focus was the reunification of the States. Lincoln was REALLY focused on getting the States back together.

He created the 10% plan to make it as easy as possible for a Southern State to rejoin the United States.

Under the 10% plan, loyalty oaths were needed from 10% of the 1860 succession votes from that particular state.

So called "radical Republicans" were opposed to this leniency and wanted the South punished.
