Both theories recognize the strong interaction between members of society and how it can impact the future of human beings. This interaction is seen differently by each theory.

The civil service believes that human interaction is beneficial and that it promotes the creation of institutions that promotes social balance and stability, allowing society to form groups, with distinct functions that will lead society to progress through mutual work. For civil servants, a long-term change in society would interfere with balance and promote social harm.

Conflict theory, on the other hand, believes that human interaction is harmful, as it is unequal and promotes injustices and destruction. In this perspective, humanity does not work in balance, but competes for all available resources, generating extreme social inequality, requiring a long-term change to promote a beneficial future.
