HA! ok, some people don't like inappropriate comments thrown at them. For many, it comes off as rude, and for me, its unwanted attention. Some people are into that and want it so that they get attention or it makes them feel good about themselves (maybe not just those) 
but come on...throwing your first opinion out at some girl or guy one finds attractive can come off as inappropriate, not just that. I'm thinking more like...disrespectful. 
Its you who decides if that behavior is inappropriate, think if its respectful.
