37.5% decrease

Explanation:

we know it has to be a decrease because the value goes down and 62.5% seemed too big so I found what 37.5% of 40 by multiplying it in decimal form (0.375•40) and found that it was 15

this adds up bc 25 is a decrease of 15 from 40
