How does the distribution of Russia’s natural resources make it difficult to use them?

Explain how the distribution of such resources makes them difficult to utilize. Russia has may minerals and energy. Russia is especially rich in fossil fuels. Those fossil fuels are hard because they are mostly located in Northern Siberia.
