In order to solve this you just have to remember the formula for volume of a circular prism and it is:

r^{2} *Height*\pi

The radius of the pipe is 4 inches, and the water is flowing at 2 feet per second, that would be height, we know that 2 feet are 24 inches so we now just insert the values we have into the formula:

r^{2} *Height*\pi\\4^{2} *24*\pi\\16*24*\pi \\384\pi

So the volume of water flowing through the pipe and into the tank every second is 384\pi (in^{3} )
