Subtract "3a" from each side of the equation:

     to isolate "b" on one side of the equation; & to solve for "b" ; 

2b / 2 = (c - 3a) / 2 ; 

to get: 

   b = (c - 3a) / 2 .

Make b the subject of formula
3a + 2b = c
2b = c - 3a
b = (c - 3a)/2
