At first, they made the state to have more power than the central government to prevent the new nation from turning into a tyrannical monarchy like the British empire.

But when they're implementing it, they soon realized that lack of strength in central government only making it impossible for them to control the states that wanted to create disruption to another states. This was the reason why they proposed several ratifications to the articles.
