The Assyrians were the nazis of the ancient world. They were so brutal and cruel that cities and entire countries would surrender to their army just on  the news that they might attack.

The persians were completely opposite of it under the rule of Cyrus. They were unforgiving to those who opposed and betrayed them, but Cyrus set an example of kindness and Mercy. He allowed them to maintain their respective faiths and religions and allowed them freedom as long as they were industrious and peaceful and paid tribute to the Persians on schedule.
