Explanation:Artículo 22.- Los Diputados podrán ser elegidos indistintamente siempre que pertenezcan al Estado del Ecuador.

Artículo 23.- Los Diputados conservarán su representación por cuatro años; no serán jamás responsables de las opiniones que manifiesten en el Congreso; y gozarán de inmunidad hasta que regresen a su domicilio.

Artículo 24.- Para ser Diputado se requiere:

1. Ser ecuatoriano en ejercicio de la ciudadanía:

2. Tener treinta años de edad;

3. Tener una propiedad raíz, valor libre de cuatro mil pesos, o una renta de quinientos, como producto de una profesión científica, de un empleo, o de una industria particular.

Artículo 25.- El Congreso se reunirá cada año el día 10 de setiembre, aunque no haya sido convocado.

-Se renovará cada dos años por mitad; podrá comenzar sus sesiones con los dos tercios de la totalidad de los diputados; éstas durarán treinta y cinco días, podrán prorrogarse por quince días más.

Artículo 26.- Las atribuciones del Congreso son:

1. Decretar los gastos públicos en vista de los presupuestos que presente el Gobierno, y velar sobre la recta inversión de las rentas públicas;

2. Establecer derechos e impuestos; y contraer deudas sobre el crédito público;

3. Crear tribunales y empleos, asignar sus dotaciones y suprimir, si conviniese, aquellos que hayan sido creados por una ley especial;

4. Conceder premios y recompensas personales por grandes servicios a la patria, y decretar honores a la memoria de los grandes hombres;

5. Fijar el pie de fuerza de mar y tierra para el año siguiente, y decretar su organización y reemplazo;

6. Decretar la guerra en vista de los informes del Gobierno, requerir a éste para que negocie la paz, y aprobar los tratados de paz, alianza, amistad y comercio;

7. Promover la educación pública;

8. Conceder indultos cuando lo exija la conveniencia pública;

9. Elegir el lugar en que debe residir el Congreso y el Gobierno;

10. Permitir, o negar el tránsito de tropas extranjeras por el territorio o la estación de escuadra extranjera en los puertos;

11. Formar el Código de leyes civiles, interpretar, y derogar las establecidas, y dar los decretos necesarios a la administración general;

12. Elegir el Presidente, y Vicepresidente del Estado, con el voto de los dos tercios de los Diputados presentes; y admitir o rehusar la dimisión que hicieren de sus destinos;

13. Nombrar los Plenipotencias al Congreso general de la República.
