cross- multiply

4x = 23× 3

4x =69

Divide both-side of the equation by 4

(On the left-hand side of the equation, 4 at the numerator will cancel-out 4 at the denominator while on the right-side of the equation 69 will be divided by 4)

x  =  17 \frac{1}{4} miles
