Article V of the Articles of Confederation reflect representative government by granting to the states the right of having one vote and the opportunity to raise their voices in "determining questions in the United States" whenever the Congress assembles.
In short, states' rights, in this context, are the powers entitled to states rather than to the national unit alone, meaning that each state is sovereign and have jurisdiction over its affairs.
The Founding Fathers recognized that as times change, there may be a need to amend the Constitution. They did not however want to make this such an easy task that it would be done haphazardly.
