Well technically it does not matter if you keep the formula in the fridge or cabinet and it is definitely not safe to have the water boiling it could make a hole in the baby's throat and you don't need all infants to have so my guess is to convince moms to switch to breast feeding because studies show when you breast feed the baby is smarter then formula fed infants.
