Guide dogs need to undergo training in order to qualify to be a guide dog and some of it focuses on proper behaviors in public. It is fair because although you may think you're dog is well trained it is not certified. on top of that these dogs are essential to the owners and their way of life.

She can go anywhere like any other person safely since the dog is well trained. But a random dog without any experience of training, like my dog. They can be disturbing, wild, and crazy since they have no training of any sort. I see it is fair that guide dogs are allowed to go place to place since they are helpful for the person that owns it.
