So in this situation we have parenthesis, multiplication, subtraction and addition, so we start with the parenthesis, (8 x 3) which is 24. So then we move on to +6 (positive six) and -9 (negative 9) basically -9 minus 6 is -3.

Sooo now we have -3 and 24. The three is negative because -9 minus 6 is -3, and you have to put the sign of the bigger number.

Now, 24 minus 3 equals 21. So there we have it :)
