Answer: Fish populations of all the species already living there would increase.

A desalination plant will absorb salt from the ocean water when grown at the bay. This will result in increase in salinity at the bay and decrease in salinity in the oceanic water so that the salt water is converted into fresh water. The fresh water will support the growth of more number of fish population which may not be possible under high saline conditions.
