If the country is not rich in the first place, this will cost them a lot and food can become expensive. This can result in loss of money both for the country and people.

Anything bigger and more suitable for leisure living would be too expensive for people. We see that Japan, while a very rich and developed country, has a lack of living space in overcrowded cities such as Tokyo. People live in very small apartments while paying a lot for the living space.
