I'll be using substitution to solve this since it's easier. Since y = 3x - 9, I can plug that into the y for the other equation and vice versa.

3x - 9 =  - 2x + 1

1.) Cancel out -2x on the right side by adding it on both sides.

5x - 9 = 1

2.) Cancel out -9 on left side by adding it on both sides.

5x = 10

3.) Divide both sides by 5 to isolate and solve for x.

x = 2

4.) Plug x into one of the equations to solve for y.

y =  - 2(2) + 1

5.) Solve.

y =  - 4 + 1 \\ y =  - 3

Solution: (2, -3)

REVISED ANSWER.

In the picture, I have drawn on the example given. the RC and PD are the same because They are across from each other perfectly. So the answer is still PD=400m but if there can be two answers then I would have to say another possiblity would be 200m for the diameter of the pond. The wording of this problem is tricky and the picture can throw you off a bit but I did my best to answer properly here.
