Civilization is the state by which people learn how to organize their way of living by legislating laws or ordinances to keep peace and order. Moreover, it also involves social and economic development within that area. Writing is the basic requirement because organizations should be written in contracts or any legal paper form. Also, these writings could be used as artifacts that the future generation could base on when backtracking history of civilization.

Ok, simple may not be the right word, but my point is that the federal government works the same way no matter where you are in the country. Things in Georgia are run pretty much the same way they are in Massachusetts. This was not always the case. Georgia, Massachusetts, and the rest of the original 13 colonies were all under the control of the British Empire, but were operated as independent colonies. This means that each one was set up a little bit different, with different systems of government. And, you thought it was hard to figure out our government now.
