I think the first option is correct because after taking away $28 from $50, you have $22 left over. If you know how gift cards work, then you know you cannot go over the limit ( the limit here is $22) so the “or equal to” is included. Moreover, because you can’t go over the limit with a gift card, the value of x would have to be less than or equal to $22. If you have any questions comment on my answer so I can answer them!
