Answer :    28.4 cm

                                                   Lower     Upper

Length is given as 9.8    -->         9.75 ≤ L < 9.85

width is given as 4.3      -->           4.25 ≤ w < 4.35

Perimeter = 2L + 2w     (Upper bound)

               = 2(9.85) + 2(4.35)

               =   19.7      +   8.7

               =   28.4
