She will need 5 flats.

She will have 2 plants left over.

Since she needs 28 flowers and there are 6 flowers in each plant.

To find the number of flats she needs simply divide 28 by 6

=28/6

=4.67

=Rounding off we get 5

Now we know that she need 5 flats so 5 flats will contain 5*6= 30 flowers total.

Since she has space for 28 flowers only the remainder will be;

30-28=2

Therefore she will have 2 plants leftover.
