The Ninth Amendment states the following: <em>The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.</em>

This Amendment was created to ensure that the rights of the people are not limited to just the rights addressed in the Constitution and to establish that people may retain, as well, rights that are not enumerated.

In this context,<em> enumeration</em> <u>refers to the specific rights listed, ordered or numbered in the first eight constitutional amendments which state liberties of people such freedom of speech, right to have a fair trial and right to life, liberty, and property.</u>
