The founding fathers of United States did not have much experience in government prior to the independence. This was the reason why the articles of Confederation had a lot of weaknesses that they only realize later on.

The articles of confederation did not allow the Central Government to collect taxes from the States. When war comes, our country usually need the cooperation from the states to pool in some capital in order to fund the operation. Since this feds do not have the power to do this , the military at that time was underfunded.

On top of that, the articles of confederation did not specifically establish the Federal's supremacy over the states. This raised the question regarding who has the final say to mobilize The soldiers from each states. Should they obey their local officials or should they obey the Federal officials ?
