Starch is a great carb for plants because the type of carb starch is will allow the plant to store energy to give it strength and to support it's life. Thus starch will create chemical energy for the plant. So for example if there was all of the sudden darkness around the plant due to clouds, storms or overcast- the plant wouldn't be getting the sun it needs to grow. So it could break down the starch and use it.
