The closed circle means the inequality is greater than or equal to (≥) or less than or equal to (≤)
An open circle means the inequality is greater than (>) or less than (<)

Since the arrow is pointing to the left towards increasingly lesser numbers, any “x” value will be at the beginning number of 2 or some value less than 2.
